Rent, in the Ricardian and modern sense, is a payment for the use of a factor whose supply is relatively fixed. Scarcity rent is the part of rent that arises because the supply of land (or any similar factor) is limited and scarce in relation to the demand for it.
Explanation
- The total supply of land in a country is fixed by nature and cannot be increased however high the demand or the price.
- As population and economic activity grow, the demand for land rises, but its supply stays the same.
- Because supply cannot expand, the growing demand raises the price paid for the use of land, and this surplus payment is scarcity rent.
- Thus rent emerges not only from differences in fertility (differential rent) but also simply from the fact that land as a whole is scarce.
