Land reforms are needed in India to correct the unequal and unjust ownership of land, abolish intermediaries, protect tenants, consolidate fragmented holdings, raise productivity and deliver social justice to the actual cultivators.

Land reforms refer to the reorganisation of land ownership and tenure so that land is held and used more productively and more fairly. Since land is the main asset in rural India, these reforms are crucial. The AP Intermediate 2nd-year Economics course (aligned with the NCERT/CBSE commerce curriculum) explains why they are needed.

Need for land reforms:

  1. To remove inequality in land ownership. A large part of land was concentrated in a few hands, while many cultivators were landless; reforms aim to reduce this inequality.

  2. To abolish intermediaries. Zamindars and other middlemen exploited tenants without contributing to cultivation, so their abolition protects the tiller.

  3. To give security of tenure. Tenants who feared eviction had no incentive to improve land; secure tenure encourages them to invest and work harder.

  4. To consolidate holdings. Fragmented and scattered plots waste land and effort; consolidation makes farming more efficient.

  5. To raise productivity. When the actual tiller owns the land and is secure, he invests in better seeds, irrigation and techniques, raising output.
