Hund's rule of maximum multiplicity governs how electrons occupy degenerate orbitals.

Hund's Rule states: electron pairing in orbitals of the same subshell (degenerate orbitals, i.e. having equal energy, such as the three p-orbitals or five d-orbitals) does not take place until each orbital of that subshell has first received one electron, and all these singly-occupying electrons have parallel (same-direction) spin. Only after every orbital in the subshell has one electron does pairing (with opposite spin) begin.
