A large representative democracy is hard to sustain without elections; but many non-democratic regimes hold elections that aren't free or fair — so elections and democracy are connected but not the same thing.

Can we have democracy without elections? In a small direct democracy — the ancient Greek city-states, or India's own Gram Sabhas today — citizens can decide matters directly without needing to elect anyone, so democracy in that narrow, local sense does not strictly require elections. But at the scale of a nation of lakhs or crores of citizens, this kind of direct participation in every decision is simply not possible, and rule ends up being exercised by whoever holds power. Without elections to choose and periodically replace that power, there is no real check on it, and no accountability to citizens — so at national scale, sustained democracy is very difficult to imagine without elections as the mechanism for choosing and changing representatives.

Can we hold elections without democracy? Yes, and history offers many real examples: several non-democratic governments hold elections precisely to appear democratic, while designing them so they pose no genuine threat to the ruling group — a token or non-existent opposition, no real choice for voters, or results that are manipulated rather than honestly counted. Such elections lack what actually makes an election democratic: being free (voters choosing without fear or coercion) and fair (an honest, impartial count).
