Part (a): Democracy failed in Pakistan due to repeated military dominance, the social power of army/clergy/landlords, and weak international support for democracy.

Part (b): Widespread Asian support for democracy is shown by India (largest democracy), Nepal (ending the monarchy) and Bangladesh (restoring democracy from military rule).

Part (a)

Since 1947 Pakistan has seen elected governments repeatedly overthrown by coups. Three reasons explain why democracy could not consolidate there:

  • Dominance of the military: The army has seen itself as the ultimate guardian of the nation and has seized power several times — under Ayub Khan, Yahya Khan, Zia-ul-Haq and Pervez Musharraf. Each spell of military rule suspended democracy and weakened civilian institutions, parties and the judiciary.
  • Social dominance of the military, clergy and landowners: The combined strength of the armed forces, powerful religious leaders and feudal landlords created a social structure that resisted democratic reform and blocked genuine, broad-based popular participation, making it hard for a democratic culture to grow. …
