No — behaviour does not always reflect attitude. Attitudes and behaviour can be inconsistent, as LaPiere's classic study showed; consistency appears only under certain conditions.

Attitudes need not be shown in behaviour

We usually expect behaviour to follow logically from attitudes. However, an individual's attitudes may not always be exhibited through behaviour, and, likewise, one's actual behaviour may be contrary to one's attitude toward a particular topic. So behaviour is not always a straightforward reflection of attitude.

A relevant example — LaPiere's study

In the days when Americans were said to be prejudiced against the Chinese, the American social psychologist Richard LaPiere asked a Chinese couple to travel across the United States and stay in different hotels. Only once during these travels were they refused service by a hotel. Sometime later, LaPiere sent questionnaires to the managers of hotels and tourist homes in the same areas, asking whether they would give accommodation to Chinese guests. A very large percentage said they would not. This response showed a negative attitude toward the Chinese — which was inconsistent with the positive behaviour actually shown to the travelling Chinese couple. Thus attitudes may not always predict the actual pattern of one's behaviour.

Sometimes behaviour decides the attitude

The relationship can also run the other way: sometimes it is behaviour that shapes the attitude. In Festinger and Carlsmith's experiment, students who got only one dollar for telling others that a boring experiment was interesting later discovered that they actually liked the experiment — on the basis of their own behaviour (and cognitive dissonance), their attitude toward the experiment became positive.
