Circulation of labour refers to the seasonal, temporary movement of workers between their home villages and other locations for work, without permanently migrating.

To understand circulation of labour, you first need to picture the rhythm of life in rural India. Most agricultural families own small plots of land — not enough to support them year-round. After the sowing season ends and before the harvest begins, there are long stretches when there is simply no work in the village. At the same time, other regions or sectors need extra hands: sugarcane cutting in western India, brick kilns in peri-urban areas, construction sites in cities, or tea gardens in the northeast.

This is where circulation comes in. A worker leaves home for a few months, works intensively elsewhere, and returns when the next agricultural season calls. The key word is temporary — the worker’s social and economic anchor remains in the village. They do not sell their land, shift their family, or cut ties. They circulate, like blood moving out to the limbs and back to the heart.

Note

Circulation is different from permanent migration. A permanent migrant settles in the new place, often with family. A circulating labourer returns home regularly — sometimes every few months, sometimes annually.

Why does this pattern persist? First, landholdings are tiny and fragmented — a family of five with half an acre of rain-fed land cannot survive on that alone. Second, there is no steady non-farm employment in most villages. Third, employers in destination areas prefer circulating workers because they are flexible: they come when needed, accept lower wages, and leave without demanding housing or schooling for children.
