Part (a): A strike is a work stoppage started by workers; a lockout is a closure declared by the employer. The 1982 Bombay Textile Mills strike, led by Datta Samant, lasted ~18 months, involved ~2.5 lakh workers, failed, and accelerated the decline of Bombay's textile industry.

Part (b): Home-based work is piece-rate production carried out in workers' own homes through contractors, and is a major part of the economy — e.g., the women lace-makers of Narsapur.

Part (a)

A strike and a lockout are opposite sides of an industrial dispute. A strike is a collective, temporary stoppage of work initiated by the workers (or their union). Workers refuse to report to work — often picketing outside the gates — to pressurise the employer into granting demands about wages, hours, bonus or working conditions. A lockout is the employer's mirror-image weapon: the employer temporarily closes the workplace and prevents workers from entering, in order to force them to accept management's terms, such as wage cuts or changed work rules. In short, in a strike the workers walk out; in a lockout the employer shuts them out.

The Bombay Textile Mills strike of 1982 is one of the most significant labour disputes in Indian history. It was led by the militant trade-union leader Datta Samant, whom the workers preferred over the officially recognised Rashtriya Mill Mazdoor Sangh (RMMS), which they felt was too close to the mill-owners. Beginning in January 1982, the strike drew in roughly 2.5 lakh workers from about 60 textile mills and lasted around 18 months — an extraordinary display of worker solidarity and sacrifice.
