Government's role in efficient human-capital formation

Education and health generate positive externalities and have public-good characteristics, so if left entirely to the market they are under-provided. Government intervention corrects this and improves efficiency in several ways:

  • Education: providing universal access from primary to higher and technical education, establishing vocational-training institutes, offering scholarships and subsidising costs — building a skilled, knowledgeable and more productive workforce.
  • Health: investing in public-health infrastructure, sanitation, preventive programmes and affordable medical care; a healthy population is more productive and loses fewer working days.
