NCERT, UGC, AICTE and ICMR are the four national bodies India relies on to facilitate school education, university education, technical education and medical research respectively. Each sets standards, funds institutions in its domain, and advises government on policy.

Concept

Government organisations facilitate the functioning of schools, colleges and hospitals by setting standards, funding institutions, and advising policy (this is the theme §4.5 discusses generally). NCERT, UGC, AICTE and ICMR are the specific national bodies that do this for education and health.

The four bodies

1. NCERT — National Council of Educational Research and Training. Set up to assist and advise the central and state governments on school-education policy. It prepares the National Curriculum Framework, develops and publishes the NCERT textbooks used across CBSE and many state boards, trains teachers, and conducts educational research.

2. UGC — University Grants Commission. A statutory body responsible for coordinating, determining and maintaining standards of university education in India. It disburses grants to universities and colleges, recognises universities, and lays down minimum standards for degree courses.

3. AICTE — All India Council for Technical Education. A statutory body for the planning, promotion and regulation of technical education — engineering, management, pharmacy, architecture and applied arts. It approves the opening of new technical institutions and courses, prescribes norms and standards for the number of seats, faculty and infrastructure, and monitors quality. …
