Underemployment occurs when a person appears to be employed but is not utilised to his full working capacity. It takes several forms: working fewer hours than one is able and willing to, doing work below one's qualifications or skills, or several people sharing a job that fewer could do. Their contribution to output is less than their potential, so part of their labour is effectively wasted. It is common in Indian agriculture, where many family members work on a small plot.
