This three-step conversion goes through reduction to an amine, diazotisation, then the Sandmeyer reaction to install the chlorine.

Step 1 (Reduction): Nitrobenzene is reduced to aniline using a reducing agent such as Sn/conc. HCl (or Fe/HCl, or H2/catalyst):

C6H5NO2 --Sn/HCl, then NaOH workup--> C6H5NH2 (aniline).

Step 2 (Diazotisation): Aniline is treated with nitrous acid (generated in situ from NaNO2 + HCl) at a low temperature (273-278 K, i.e. 0-5°C, to keep the unstable diazonium salt from decomposing):

C6H5NH2 --NaNO2/HCl, 273-278K--> C6H5N2+Cl- (benzenediazonium chloride).
