Rubber-wheeled carts are easier to pull because rolling friction is far smaller than the resistance offered by hard iron wheels, which deform/sink into the road surface more.

When a wheel rolls on a road, the resistance it experiences (rolling friction) depends on how much the wheel and the road surface deform at the point of contact. Rolling friction is always much smaller than sliding (kinetic) friction for the same pair of surfaces.

Rubber tyres are broader and flexible: they spread the cart's load over a larger, cushioned contact area and flex slightly instead of digging into the road, so very little energy is lost and the rolling resistance stays low.
