Total internal reflection needs light going from denser to rarer medium at more than the critical angle.

Total internal reflection (TIR): when a light ray travelling in a denser medium strikes the interface with a rarer medium at an angle of incidence greater than the critical angle θc\theta_c for that pair of media, the ray is entirely reflected back into the denser medium — no light is transmitted (refracted) into the rarer medium. It is called 'total' because all the incident light is reflected, and 'internal' because it happens inside the denser medium.
