Pass a current through the inner solenoid, find the flux it produces through each turn of the outer solenoid, and divide the total flux linkage by that current to get M.

Consider two long, coaxial solenoids, S1 (inner, n1 turns per unit length) and S2 (outer, n2 turns per unit length), both of length l and cross-sectional area A (S2 wound closely over S1 so both enclose essentially the same area A).

Let a current I1 flow through the inner solenoid S1. The magnetic field inside a long solenoid carrying current I1 is

B1 = mu_0 * n1 * I1

This field is (to good approximation) uniform over the cross-section and also passes through the outer solenoid S2's turns (since S2 is coaxial with S1). So the flux linked with EACH turn of S2 is

phi_(per turn of S2) = B1 * A = mu_0 * n1 * I1 * A
