Light intensity controls how MANY photons (hence electrons) arrive per second — that fixes the photocurrent. Photon energy (frequency) controls how energetic EACH ejected electron is — that fixes the stopping potential, not the current.

In the photoelectric effect, according to Einstein's explanation, light consists of discrete photons each of energy E=hνE = h\nu. When light of frequency ν\nu (above the metal's threshold frequency ν0\nu_0) falls on a photosensitive surface, each absorbed photon can eject at most one electron, giving that electron a maximum kinetic energy according to Einstein's photoelectric equation:

KEmax=hν−ϕ0KE_{max} = h\nu - \phi_0

where ϕ0\phi_0 is the work function of the metal. This shows that increasing the frequency (i.e. the energy per photon) increases the kinetic energy with which electrons are ejected — but it does NOT, by itself, change how many electrons are ejected per second.
