The test is amniocentesis; sex-selection using it is banned because it is widely misused for female foeticide; IVF followed by embryo transfer is popularly called the test-tube baby technique.

a) The test

Amniocentesis is a foetal-sex-determination test based on the chromosomal pattern of foetal cells shed into the amniotic fluid. A small sample of amniotic fluid is withdrawn and the foetal cells in it are karyotyped to check the sex chromosomes (and, originally, to detect chromosomal/genetic abnormalities such as Down syndrome).

b) Is the ban necessary?

Yes. Although amniocentesis was developed as a diagnostic tool for detecting genetic disorders, in India it began to be grossly misused to determine the sex of the foetus, which led to female foeticide (selective abortion of female foetuses) on a large scale and a severely skewed sex ratio. To stop this social misuse, the Government of India has legally banned the use of this technique for foetal sex determination under the Pre-Conception and Pre-Natal Diagnostic Techniques (PNDT) Act. The ban does not stop the test from being used for its genuine medical purpose (detecting chromosomal abnormalities); it only bans disclosure/use of the sex information. So the ban is a necessary and justified social safeguard.
