4. Promotional and Development Bodies
Alongside voluntary trade bodies and financial institutions, a business also draws support from promotional and development bodies — institutions, usually government-run or government-supported, whose specific purpose is to nurture the GROWTH of new and small enterprises, rather than to represent existing businesses (as a chamber does) or to lend money (as a bank does), though a promotional body often works closely alongside both.
The District Industries Centre (DIC), revisited from an institutional-ecosystem angle. The DIC was introduced in the Small Scale Industry and Business chapter as the single-window agency a new small entrepreneur approaches at the district level for registration, guidance, and access to government schemes. Seen from THIS chapter's wider angle, the DIC's real significance is that it sits at the CENTRE of the whole support ecosystem described across this chapter — it is the one point of contact through which a small entrepreneur is guided toward:
- the financial institutions described in Section 3 (helping prepare loan applications, project reports, and putting the entrepreneur in touch with the right bank or development institution for their need);
- the trade associations and chambers described in Section 2 (informing new entrepreneurs of the associations relevant to their trade); and
- the promotional opportunities described in Section 5 below (informing entrepreneurs of upcoming trade fairs, exhibitions, and marketing assistance schemes they may be eligible for).
In this sense, the DIC functions less as a single service on its own and more as the coordinating hub that connects a new small business to every other institution studied in this chapter — which is exactly why "single-window" is the term used to describe it: a small entrepreneur does not need to separately identify and approach each institution; the DIC's own staff carry that coordination role.
