Because small-scale industry is valuable to the economy (sub-topic c) yet structurally vulnerable to a recurring set of problems (sub-topic d), the government provides organised promotional and developmental support through dedicated institutions and schemes. The general shape of this support falls into a few broad categories:

  • Financial assistance — access to institutional credit on more favourable terms than a small unit could otherwise obtain, including schemes aimed specifically at first-generation entrepreneurs and units that lack conventional collateral.
  • Subsidies and fiscal incentives — capital investment subsidies, and tax/duty concessions in some categories, intended to lower the effective cost of setting up or expanding a small unit.
  • Technical guidance and training — assistance with selecting appropriate technology, product design, quality improvement, and skill training for the workforce.
  • Marketing support — assistance with finding buyers, participating in exhibitions/trade fairs, and, in some categories, price/purchase preference in government procurement.
  • Infrastructure support — developed industrial estates/sheds with basic infrastructure (power, water, road access) already in place, reducing the individual unit's own infrastructure burden.
  • Single-window clearance — a simplified, coordinated registration and approval process so a new entrepreneur does not have to separately approach many different government departments/agencies to start a unit.

District Industries Centre (DIC): the DIC is the district-level institution set up specifically to be the small entrepreneur's first point of contact with the government support system. Its role is to function as a single-window agency at the district level — helping a prospective small-scale entrepreneur with the various registrations, approvals, and information they need to set up a unit, and guiding them toward the appropriate financial and technical assistance schemes, without having to navigate every relevant department separately. …
