(a) Meaning, Definition and Classification of Small Scale Industry / MSME
Small Scale Industry (SSI), in the everyday sense used across Indian commerce syllabi, refers to an industrial undertaking that manufactures goods or renders services using a relatively small amount of invested capital and a modest workforce, as compared to a large-scale industry that operates on a much bigger capital base, employs a large workforce, and typically serves a national or international market.
The modern legal and policy term for this category of enterprise in India is MSME — Micro, Small and Medium Enterprises — governed by the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006. The MSMED Act classifies an enterprise into the Micro, Small, or Medium category using two criteria taken together: (i) the enterprise's investment in plant and machinery or equipment, and (ii) its annual turnover. An enterprise engaged in manufacturing, as well as one engaged in providing services, is classified on the same composite basis since a 2020 revision to the classification framework, which removed the earlier separate manufacturing/service distinction.

The specific investment and turnover thresholds that separate Micro from Small, and Small from Medium, are fixed by government notification and are revised from time to time as the economy grows — they have in fact changed more than once since the MSMED Act was first passed in 2006. Rather than memorising a number that may already be out of date by the time you read it, understand the PRINCIPLE — classification by investment plus turnover, both criteria applied together — and refer to the current Ministry of MSME notification for the exact figures in force in any given year.
