Small-scale industry occupies a place in the Indian economy that is disproportionately large relative to the modest capital each individual unit invests, because of the sheer NUMBER of such units spread across the country and the range of roles they collectively perform:

  1. Employment generation — small-scale industry is one of the largest generators of employment in India after agriculture, and importantly, it creates employment at a comparatively low capital cost per job created (since production methods are more labour-intensive), which matters enormously in a labour-abundant, capital-scarce economy like India's.
  2. Balanced regional development — because small units can be set up with modest capital and often use local resources, they can be established in smaller towns and rural areas where large industry, needing heavy infrastructure and large capital, would not easily locate — helping spread industrial activity (and the income/employment that comes with it) more evenly across regions instead of concentrating it only in a few large cities.
  3. Entrepreneurship development — the small scale is typically the easiest entry point for a first-time entrepreneur, since it needs comparatively little capital and can be started with simple, learnable skills; small industry therefore acts as a training ground that develops a wider pool of entrepreneurial talent for the economy over time.
  4. Mobilisation of local capital and skill — small units allow savings and skills that are scattered across a very large number of small savers/artisans to be put to productive use, rather than requiring large-scale pooling of capital through big financial institutions.
  5. Ancillary support to large industry — as noted in sub-topic (b), a great many small units function as feeder/ancillary units to large-scale industry, supplying components and semi-finished goods, which lets large firms focus on final assembly and keeps the overall industrial supply chain efficient.
  6. Contribution to production, exports, and GDP — small-scale/MSME units together contribute a substantial share of India's manufacturing output, of the country's exports (particularly in sectors like handicrafts, textiles, leather goods, and light engineering goods), and of GDP — though the EXACT current percentage share shifts from year to year as the economy grows, so this chapter deliberately describes the contribution qualitatively rather than quoting a specific year's figure that would soon be outdated. …
