Definition. The Maharashtra State Co-operative Bank (MSC Bank) is the apex co-operative bank of Maharashtra — a co-operative society, registered under the Maharashtra Co-operative Societies Act, 1960, and licensed by the Reserve Bank of India, whose chief function is to finance, guide and control the district central co-operative banks of the state and, through them, the thousands of village societies that reach the individual farmer.

Four features:

  1. Apex position — It is the topmost tier of the three-tier co-operative credit structure, standing above all the district central banks.
  2. A registered co-operative body — On registration under the co-operative law it becomes a body corporate with a separate legal existence, common seal and perpetual succession.
  3. Banking under an RBI licence — Although a co-operative, it carries on banking under an RBI licence and obeys the banking law.
  4. Works through the district banks — Its members are chiefly the district central co-operative banks, and it channels funds through them rather than dealing directly with the farmer. …
