Scarcity is the basic economic problem — resources are insufficient to satisfy all wants.

Human wants are unlimited, but the means (resources) to satisfy them are limited (land, labour, capital and entrepreneurship are all finite at any point in time). Because resources cannot produce enough of everything to meet every want, every society must choose what to produce, how to produce, and for whom to produce. This condition — resources being insufficient relative to wants — is what economists call scarcity, and it is the very reason the discipline of economics exists.
