Scarcity forces choice: because resources are limited and wants are unlimited, every use of a resource involves giving up some other use.

The basic economic problem arises from two simultaneous facts: human wants are unlimited, while the resources (land, labour, capital) available to satisfy them are scarce (limited). Because resources are scarce, it is impossible to satisfy all wants at once — society and individuals are therefore compelled to choose which wants to satisfy first and how to allocate the limited resources among competing uses (what to produce, how to produce, and for whom to produce).

Every such choice carries an opportunity cost — using a scarce resource for one purpose means it cannot simultaneously be used for another, best-forgone alternative. This trade-off is often illustrated using the Production Possibility Frontier (PPF), which shows the maximum combinations of two goods an economy can produce with its given, limited resources — to produce more of one good, it must give up some of the other.
