Transverse waves cannot travel through liquids and gases because these media have zero shear modulus (rigidity) — they cannot sustain a shearing (sideways) restoring force.

In a transverse wave, particles of the medium oscillate perpendicular to the direction of wave propagation. For such oscillation to propagate as a wave, the medium must be able to exert a shearing (tangential) restoring force on adjacent layers when they are displaced sideways relative to each other — this restoring force is what pulls a displaced particle back and passes the disturbance to its neighbour.
