Massive famine due to neglect of agriculture: Large numbers of agricultural workers were diverted from farming to industrial (especially 'backyard steel') production and large collective projects, while agricultural communes faced mismanagement; combined with poor weather, this led to a catastrophic decline in food production and one of history's worst famines, causing tens of millions of deaths.

-
Unrealistic targets and exaggerated/false reporting: Local officials, under pressure to show success, often grossly over-reported agricultural and industrial output to the central government; this false reporting led to continued excessive grain procurement from communes that had actually produced far less, worsening the famine.
