Economic growth and economic development are often used loosely as if they mean the same thing, but they describe different aspects of an economy's progress.
Economic growth refers to a sustained, quantitative increase in the output of goods and services produced by an economy, most commonly tracked through the growth rate of Gross Domestic Product (GDP) or per-capita income. It is a narrow, numerical measure that answers the question: how much more is the economy producing than before?
Economic development, by contrast, is a broader and more qualitative concept. It includes growth in output as one component, but also captures whether living standards are actually improving — whether health outcomes (such as life expectancy) are getting better, whether education and literacy are spreading, whether income and opportunity are distributed more equitably, and whether people's overall quality of life is genuinely rising. Development therefore answers a different, more demanding question: are people's lives actually getting better, not just is more being produced?
The key practical difference is that growth can occur without development — for instance, if the gains from a growing sector are concentrated among a small number of people while the majority sees little benefit. Development, however, is very difficult to achieve without some underlying growth, since improving living standards on a wide scale requires more resources to work with. This is why development economists insist on tracking indicators like the Human Development Index alongside, and not instead of, GDP growth figures.
Growth is a purely quantitative increase in output/income (measured by GDP growth); development is a broader qualitative concept covering improvements in health, education, equity and quality of life. Growth is necessary but not sufficient for development.
