This statement is correct and describes a real and important pattern observed in several developing economies, including at various points in India's own history. It is entirely possible for an economy to grow rapidly in terms of overall output while poverty remains widespread, for several interconnected reasons.

First, growth can be concentrated in particular sectors — for example, capital-intensive industries or a booming service sector — that generate substantial output but relatively few jobs relative to the size of the workforce. If most of the population, especially those in low-productivity agriculture or the informal sector, is not directly employed in these growing sectors, they do not directly benefit from the growth.

Second, where the ownership of productive assets (particularly land and capital) is highly unequal to begin with, the gains from growth tend to accrue disproportionately to those who already own these assets, rather than being broadly shared. A poor household with little or no productive asset has limited means of directly capturing the benefits of an expanding economy.

Third, growth does not automatically improve access to health, education, or basic services for the poor unless deliberate public policy directs resources towards these areas — a rising GDP does not, by itself, build schools, hospitals, or sanitation infrastructure for those who cannot afford them privately. …
