Cyclical unemployment arises from a general downturn in an economy's business cycle — when overall demand for goods and services falls, firms across many sectors cut back production and lay off workers simultaneously. This form of unemployment is especially prominent in industrialised economies, where a large share of the workforce is employed in formal manufacturing and service-sector firms whose output and employment levels rise and fall closely with the overall business cycle.

In India's case, however, a very large share of the workforce has historically remained in agriculture and in informal, unorganised-sector activities. These segments of the workforce are not as directly or immediately tied to the formal business cycle as factory or corporate-sector employment is — agricultural output, for instance, depends far more on the monsoon and cropping season than on the general state of industrial demand. As a result, a downturn in the formal industrial economy does not translate as directly or as broadly into job losses across India's workforce as it would in a highly industrialised economy where most workers are employed in cyclically sensitive sectors. …
