Using KE = L^2/(2I) with I unchanged, halving the kinetic energy scales L by a factor of 1/√2, giving L/√2.

For rotational motion, kinetic energy and angular momentum are related through the moment of inertia I:

KE = (1/2)Iω^2 and L = Iω, so KE = L^2/(2I)
