Rolling motion is translation of the centre plus rotation about the centre; at the point level with the centre, these two velocity contributions (each of magnitude v0) are perpendicular, giving a resultant speed of root-2 times v0.

A wheel rolling without slipping on a horizontal surface can be treated as pure translation of its centre (with speed v0) combined with pure rotation about the centre (with angular speed omega = v0/R, where R is the radius).

For a point on the rim, the total velocity is the vector sum of:

  1. The translational velocity v0, directed horizontally (same for every point on the wheel).
  2. The rotational (tangential) velocity, of magnitude omega*R = v0, directed tangent to the rim at that point.

At the point level with the centre (i.e., at the front or back of the wheel, at the same height as the centre), the tangential velocity due to rotation points straight up or down — perpendicular to the horizontal translational velocity.
