Having a finished recombinant DNA molecule in a test tube achieves nothing on its own - it still has to be physically delivered into a living host cell, and exactly how that delivery happens depends heavily on which vector was used and which type of host cell is being targeted. Plant genetic transformation specifically needs one additional piece of engineering up front: the vector carrying the gene of interest must also carry a promoter and a terminator sequence flanking that gene, so the plant's own transcription machinery knows where the gene begins and ends.
