Anaerobic bacteria called methanogens digest organic (cellulosic) waste in the absence of oxygen and release methane gas, which is the main flammable component of biogas.

Methanogens are a group of anaerobic (archae)bacteria, e.g. species of Methanobacterium, that are commonly found in the anaerobic sludge used in sewage/biogas plants, and are also naturally present in the rumen of cattle (where they help the animal digest cellulose from plant material).
