In incomplete dominance the heterozygote's phenotype is intermediate between the two parental (homozygous) phenotypes, because neither allele fully masks the other.

According to Mendel's law of dominance, one allele is usually fully dominant over the other in a heterozygote. In incomplete dominance, this doesn't happen — instead, the phenotype of the F1 heterozygote is an intermediate blend of both parental phenotypes, because neither allele can completely dominate the other's expression.
