The Moon's low escape velocity cannot hold onto gas molecules, whose thermal (rms) speeds are comparable to or greater than it, so any atmosphere it once had has leaked away into space.

A gas molecule at temperature T has a root-mean-square speed given by kinetic theory: v_rms = sqrt(3k_BT/m), where m is the molecular mass. A planet or moon can retain a gas in its atmosphere over geological time only if the escape velocity v_e = sqrt(2GM/R) of that body is significantly larger (conventionally, several times) than the v_rms of that gas at the body's surface temperature - otherwise, molecules from the high-speed tail of the Maxwell-Boltzmann distribution continually escape.
