Optical activity in amino acids requires a chiral (asymmetric) alpha-carbon; glycine's alpha-carbon carries two identical H atoms, so it is achiral and optically inactive.

All the common alpha-amino acids have the general structure:

H2N–CH(R)–COOH

The alpha-carbon is a stereocentre (and hence the amino acid is optically active/chiral) only if it is attached to four different groups. For glycine, R = H, so the alpha-carbon is attached to –NH2, –COOH, and two identical –H atoms.
