The size of the energy gap between the valence band and conduction band determines whether a solid is an insulator or a semiconductor.

In the band theory of solids, electrons occupy allowed energy bands, with the highest filled band called the valence band and the next (partially or fully empty) band called the conduction band, separated by a forbidden energy gap EgE_g.

Insulators: The energy gap EgE_g is large (typically greater than about 3 eV, e.g. diamond ~5.4 eV). At ordinary temperatures, essentially no electrons have enough thermal energy to jump from the (completely full) valence band across this large gap into the (completely empty) conduction band. With no free carriers available, insulators conduct negligible current.
