Measurement is the objective number; evaluation is the value-judgement made from that number against a standard.

Measurement. Measurement is the process of assigning a numerical value to a trait or performance. It is objective, quantitative and carries no judgement — it simply states 'how much'. For example, counting that a student completes 40 sit-ups in one minute is a measurement.

Evaluation. Evaluation is the process of interpreting that measured value against a norm, criterion or previous result to judge its worth, quality or progress and to reach a decision. It answers 'what does the number mean?'. For example, comparing the 40 sit-ups with the age-group norm and concluding the performance is 'excellent' (and the student's core strength is above average) is evaluation. …
