Its work is largely preventive and awareness-based — spreading information about consumer rights, advising government on consumer-related policy, and encouraging fair trade practices — rather than deciding any particular dispute between a consumer and a seller. A Consumer Disputes Redressal Commission, by contrast, is a quasi-judicial body: it hears an actual complaint filed by or on behalf of a specific consumer, examines evidence, and passes a binding order granting or refusing relief.
