He organised the eight specialists into two groups:
Planning in-charges (in the planning room):
- Route clerk — decides the exact sequence/route of operations.
- Instruction card clerk — prepares detailed instructions for carrying out the work.
- Time and cost clerk — prepares time and cost sheets for each job.
- Disciplinarian — maintains discipline and orderly conduct among workers.
Production in-charges (on the shop floor):
