Per-capita income is a single monetary average: it tells us how much income exists per person on average, but says nothing about how that income is actually being used — whether it is being converted into better health, more education, or improved living conditions for the population, or is instead being spent narrowly or captured by a small section of society.

HDI addresses this directly by measuring health (life expectancy) and education (years of schooling) alongside income, as three separate, equally-weighted-in-spirit dimensions. This has two practical advantages:

  1. It can reveal that a country with relatively modest income has nonetheless achieved comparatively strong health and education outcomes — meaning it has been unusually effective at translating limited income into human development (a pattern observed, for instance, in some countries with strong public health and education systems relative to their income level).
  2. Conversely, it can reveal that a relatively high-income country has weaker-than-expected health or education outcomes, exposing a development gap that per-capita income figures alone would completely conceal. …
