Helmholtz proposed that a charged colloidal particle's surface attracts a compact layer of oppositely-charged ions from the medium right next to it, forming an 'electrical double layer' (fixed + mobile charge layers) responsible for electrokinetic phenomena.

Colloidal particles acquire a surface charge (e.g. by selective adsorption of ions from the dispersion medium). According to Helmholtz's model, this fixed charge on the particle surface is compensated by a layer of oppositely-charged ions from the medium, arranged in close proximity to the surface — together these two layers of opposite charge constitute the 'electrical double layer.' This double layer is what generates a potential difference between the fixed particle surface and the bulk of the dispersion medium (the electrokinetic or zeta potential), and it is the reason charged colloidal particles migrate towards an oppositely-charged electrode under an applied electric field (electrophoresis), or the dispersion medium itself moves under an applied field when the particles are held stationary (electro-osmosis).
