No external force acts during the (near-instantaneous) explosion, so total momentum is conserved; starting from zero momentum, the only way two pieces can have momenta that sum to zero is to move in opposite directions.

Before the explosion, the bomb is at rest, so its total momentum is:

p⃗initial=0\vec{p}_{initial} = 0

During the explosion, the forces involved (the explosive forces between the fragments) are internal to the system; no net external force acts on the bomb–fragments system in the short time of the explosion. By the law of conservation of linear momentum, the total momentum just after the explosion must equal the total momentum just before:
