Human Capital and Human Resource Development are related but conceptually distinct ideas frequently confused by students.

Human Capital is the narrower, more instrumental concept: it treats investment in people — through education, training, and healthcare — as being economically valuable primarily because it raises their productivity, and hence contributes to national output, in much the same way that investment in physical capital (machinery, factories) raises production. Under this view, spending on schools or hospitals is justified largely by the economic returns it generates.

Human Resource Development (HRD), in contrast, takes a broader, more human-centred view. It recognises that people are not merely inputs into a production process but are also the ultimate purpose of development itself. HRD is concerned with expanding people's capabilities and freedoms — good health, knowledge, dignity, and the ability to participate fully in economic and social life — as valuable in their own right, not solely for their contribution to GDP.
