The power of a lens is defined as the reciprocal of its focal length, when the focal length is expressed in metres:

Power measures the degree of convergence or divergence of a beam of light falling on the lens — a lens of shorter focal length bends light more sharply and hence has greater power.

For a convex (converging) lens, ff is positive, so its power is positive. For a concave (diverging) lens, ff is negative, so its power is negative.
