On an equipotential surface potential is constant, so no work is done moving a charge along it; this forces the electric field to be entirely perpendicular to the surface.

An equipotential surface is one on which the electric potential V is the same at every point.

Work done in moving a small charge q from one point to another on the surface is W = q(V₂ − V₁). Since V is constant over the surface, V₂ = V₁, so W = 0 for any displacement along the surface.

But work done by the electric force is also W = F·d = qE·d = qE d cosθ, where θ is the angle between the field E and the displacement d along the surface. For a non-zero E and non-zero displacement, W = 0 forces cosθ = 0, i.e. θ = 90°.
