A voltmeter is a galvanometer with a large resistance connected in series. For full-scale deflection current I_g, the total resistance needed to read a maximum voltage V is R = V/I_g (minus the small galvanometer resistance).

A voltmeter reads voltages of the order of volts, while a milli-voltmeter reads voltages of the order of millivolts. Since R is proportional to the voltage range V (for the same galvanometer), the larger-range instrument needs the larger resistance.
