The poverty line is defined as a specific level of per-capita monthly (or annual) consumption expenditure that is considered the minimum necessary to satisfy a prescribed calorie intake and other basic minimum needs (food, clothing, shelter, and some non-food essentials). Households or individuals whose actual consumption expenditure falls below this benchmark are treated as living in poverty. It is estimated separately for rural and urban areas (urban areas generally having a higher cut-off, reflecting higher costs of living), and is periodically revised by expert committees (e.g., the Lakdawala and Tendulkar formulae).
