Growth alone can leave the poor untouched if the extra income concentrates in a few hands. 'Growth with equity' therefore combines two goals — expanding total output and spreading its benefits fairly, so that inequality and poverty fall as the economy grows.

The two ideas

  • Growth means an increase in the country's capacity to produce goods and services — a rising Gross Domestic Product over time. It reflects the size of the economic cake.
  • Equity means fairness in how the cake is shared — that the benefits of growth reach all sections of society, so that the poor also gain, basic needs are met and the gap between rich and poor narrows.

Why combine them

Growth by itself is not a sufficient goal. It is quite possible for national income to rise while the additional wealth remains concentrated in the hands of a few landlords or industrialists, leaving the mass of people as poor as before.
