The Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 provides the legal definition of MSMEs in India, covering both manufacturing and service enterprises under one common framework. From 1 July 2020, the classification criteria were revised to a composite test based on both investment in plant and machinery or equipment and annual turnover, replacing the earlier system, which applied different investment-only limits to manufacturing and service enterprises separately.
Under the current notification: a Micro enterprise is one with investment up to ₹1 crore and turnover up to ₹5 crore; a Small enterprise has investment up to ₹10 crore and turnover up to ₹50 crore; and a Medium enterprise has investment up to ₹50 crore and turnover up to ₹250 crore. Because these limits have already been revised once since 2006 and may be revised again in the future, students should treat them as the current figures rather than as permanently fixed amounts.
MSMEs are defined by the MSMED Act, 2006 using a composite investment-plus-turnover test: Micro (≤₹1 crore / ≤₹5 crore), Small (≤₹10 crore / ≤₹50 crore), Medium (≤₹50 crore / ≤₹250 crore).
